Three tiers support major, significant, and emerging events, reflecting their scale, impact, and strategic value.

Events must be held in Rotorua, open to the public, align with a fund outcome, and be delivered by a legal entity with financial and operational viability.

The fund does not support past, private, political, religious, trade-only, or internal events. Operating costs, feasibility, research, all bid costs funding breaches or fundraising events.

Events must contribute to one or more outcomes: Grow visitation, nights, and spend, strengthen Rotorua's destination identity, community participation, pride, capability and priority sectors.
